    Xi 'an High Voltage Apparatus Research Institute Co., LTD.，established in 1958,  whichis one of the 156 key construction projects during the "First Five-year plan" of China. The former Xi 'an High Voltage  Apparatus Research Institute was restructured into a limited liability company in 2001. In 2008, Xi 'an Electric Porcelain Research Institute and Xi 'an Power Capacitor Research Institute were absorbed and merged to establish Xi 'an High Voltage Apparatus Research Institute Co., LTD. Mainly engaged in electrical field testing, measurement, certification and technical consulting services, to carry out related technical research, standard revision and industry management and service work.

    It is authorized by the Certification and Accreditation Administration of China, the National High voltage electrical appliances Quality inspection and testing center, the national insulator Arrester Quality inspection and testing center, the national power capacitor Quality inspection and testing center and the national intelligent electrical equipment quality inspection and testing center, is the fifth (Xi 'an) measurement and testing center of the machinery industry to undertake the national legal metrology verification work. It is a product certification body approved by CNCA.

    It is the National Engineering Laboratory of High voltage electrical approved by the National Development and Reform Commission, the National Energy transmission and distribution equipment Research and development (experiment) center approved by the National Energy Administration, the industrial technology basic public service platform approved by the Ministry of Industry and Information Technology, and the high voltage transmission and distribution equipment quality control and technical evaluation laboratory, the national measurement transformer type evaluation Laboratory, China Machinery Industry High voltage power transmission and transformation complete equipment engineering research center approved by the federation, Shaanxi Province science and Technology Department approved by Shaanxi Province high voltage power transmission and transformation complete equipment engineering technology research center. In 2009, it was identified as the first batch of high-tech enterprises in Shaanxi Province. In 2019, the State Administration for Market Supervision and Administration authorized the preparation of the "National Transmission and Distribution Equipment Industry Measurement and Test Center" and the "National Market Supervision and Technology Innovation Center (Transmission and Distribution Equipment)".
